today, you need to use the 695 outbound bridge in order to connect. brianne carter. >> floodwaters starting to recede in laurel, maryland, but some residents are upset. the washington suburban sanitary commission decided to open the floodgates on the patuxent river, flooding parts of laurel. the utility said it had to do is to protect the integrity of the dam, but officials say it should never been done before several inches of rain fell, not afterwards. looking at the day ahead. a decision on possible juror misconduct expected today from the judge presiding over the culpeper police officer murder case. the jury convicted daniel harmon-wright tuesday for shooting and killing patricia cook. that night, court officials found two dictionaries and a thesaurus in the jury room, which violated the judge's instructions. that lead defense attorneys to

searching for survivors after a deadly explosion at an oil company building. at least 25 people killed, more than 100 others injured in the blast at mexico's state-owned oil company. three-fourths are damaged. mexico's attorney general's office is searching for the cost. in central china, a truck carrying fireworks ahead of chinese new year celebrations exploded this morning. blast destroyed part of an elevated highway, sending vehicles plummeting 100 feet to the ground. china state tv network reports eight confirmed deaths, but that number is likely to rise. >> vice-president joe biden is on his way to munich germany for a security conference, joining the other world leaders andin discussions on the fighting in mali and syria and iran. it's a rather informal setting.

time for us to talk about a lot of action on the weather front. school closings and delays scrolling at the top of your screen. >> we are starting to see accumulations on the roads. scarce everywhere except for rosslyn and the district. but it is coming. -- it is snowing everywhere except for rosslyn and the district. meteorologist adam caskey is in woodbrige this morning. some big fat snowflakes. >> yes, but the heaviest band has moved through. so it is lighter off old bridge road and gordon boulevard. you can really see the size of the snowflakes. they have gotten a little smaller than 30 minutes ago. but it is not quite as strong in general. still breezy and the wind is

afternoon. it's 28 degrees in dulles and gaithersburg. there's a picture at dulles airport of parking lots getting covered in snow, someone sent me that. your body feels a wind chill in the teens and 20s. you need a hat and gloves this morning. cold air extends down to the south and will stay in place through a good part of the weekend. saturday night into sunday there will be snow again and not trained. we have a better chance of getting accumulations them. -- saturday night and sunday morning, snow and not rain. tomorrow, it's groundhog's day 35 degrees for the high temperature. warming up a little after morning snow showers on sunday afternoon. the weekend is upon us. we want to know how the votes are doing. some of them are getting covered especially on lon270.

sunday. good morning to you washington, it is friday, february 1. gray >> to have you along at the end of the work week but we are beginning with snow. >> it is finally coming down in the district. it has been holding off all morning. you can see it from silver spring alexander. s has been getting snow for a while and it is heavier along 66. we can expect to pick up a dusting. it could be up to 1 inch but that will be an exception. we have a winter weather advisory in effect for the metro area for the potential through 10:00 but i think most of it will be out of your three hours from now or less. 27 degrees is the wind chill in d.c. and 14 is the wind chill at dulles greet it will be blustery but we will see sunshine before the day is done.

first pictures into the newsroom. this picture came in from somebody who was at the dulles parking lot. the snow was piling up on the cars. there are white out conditions on the ground. according to the fairfax county fire department, in virginia, in the chantilly area, it is just some snow flurries but the farther west you go, down route 50 south writing to middleburg, we've got even more snow. there is a huge difference west of fairfax and the snowplows are having trouble keeping up. we have a picture coming in from the south riding area on route 50. you can see in south riding, it is a white out on the street.

if you are out there, keep it safe leaving the house this morning. >> thank you so much. this is just in -- a political iconic figure, former new york mayor ed koch has passed away. he served three terms in the york and is credited with helping steer new york city out of high-tech -- a potential financial ruin and was known for his very outspoken terms and attitude in new york. we have just confirmed that at age 88, ed koch is dead from congestive heart failure. >> let's continue to look at what is happening on the roads. this is a problem that will affect the evening commute. >> the southeast freeway is seeing a lot of changes over the next year. let's go to brianne carter.

>> the wind and snow could affect your command coming in. in southeast d.c., where next to a tost.eigth street. the ramp is closed and you have to detour tioo m street. the southeast freeway section is shut down. these closures are expected to last anywhere from 18-20 months which is part of the 11th street bridge project that has been going on for some time in the district. we have seen several different closures. if you are going to head out of the city this morning or the evening rush hour you'll need to use the outbound 695 ramp.

>> this note is acting as we expected. it will move out on time. we might get up to 1 inch in some spots. southern maryland is out of the advisory but the whole metro extended area is under the advisory until 10:00 this morning. the snow is rapidly moving from west to east. the brighter, a darker blue area are the heavier the bands. off to the west, it has ended already and temperatures will drop below freezing in many areas and the snow falling helps to drop the temperature is more. it looks like the snow will be coming to an end and it will be windy through the day with partly cloudy skies and the temperature well below average in the mid-30's. >> this is the beltway at river road and you can see the volume is not that republic of the snow

>> welcome back at 6:44 and we are dealing with significant breaking news from overseas, a big explosion outside the u.s. embassy in turkey. >> we just got a picture in the newsroom. witnesses on the same are telling several news agencies that this appears to be the entrance to the u.s. embassy in turkey us inankara. there are unconfirmed reports that there are several injuries but we know that ambulances were headed to the scene. this is the entrance to the visa office at the embassy and we are trying to get more details and we will give you an update in a few minutes. >> we will check back with you shortly to get the latest. mike allen is joining me. it's good to see you, happy

doug hill has latest. >> all across the area, there are bands of snow coming through. at the naval academy in annapolis, they have a light coating. on the radar, we have been tracking the bands of snow. you see the back edge is getting closer to the western side. it will get windy after the snow is corn. -- after the snow is gone. temperatures are plenty cold and we expected to be at or below freezing in many areas at once the system moves out, it will get plenty windy combined with cold temperatures. the wind chill will be in the teens a good portion of this afternoon. it will become windier with sunshine and the temperature was
